Applying models of telework and flexible work arrangements on the islands and peripheral coastal areas of Estonia The general (long-term) objective of the project is to increase employment opportunities on the islands and peripheral coastal areas, which will also contribute to changing employment structure in the given region. The immediate objective is to design models of telework and flexible work arrangements and put them into practice as a pilot project, based on international experience. The large-scale implementation of telework and flexible work models would result in the following: - Reduced administrative costs for institutions/organisations;
- Increased employee motivation, personal responsibility and efficiency;
- Increased regional self-sufficiency;
- Improved social structure in the islands and peripheral (coastal) areas.
Activities: Phase 1 1.1 Finding of an international partner/ negotiations; 1.2 Conclusion of contracts with the Estonian and international partners for the project implementation. Phase 2 2.1 Problem analysis – providing an extensive description of labour market conditions in the islands region of Estonia; analysis of models of telework and flexible work arrangements in international practice; 2.2 Model development – elaboration of the appropriate models of telework and flexible work arrangements; 2.3 Training programme development – elaboration of curriculum, study materials; training of tutors; 2.4 Implementation of training for segmented target groups; 2.5 Model implementation; 2.6 Evaluation/recommendations – assessmest of advantages and disadvantages and efficiency of the models in the context of development partnership and international teamwork. Phase 3 3.1 Compilation of a final report; 3.2 Conference for project participants; 3.3 Dissemination of materials and information to the public.
